Perhaps not with conventional photovoltaic cells, but there are new cells that use a broader spectrum of light that even allow power generation in cloudy climates such as Wales, UK. Furthermore, it doesn't have to be JUST solar. It can be a combination of solar, wind, geothermal, gravitational, hydroelectric, biomass, and other non-polluting sources that do not pose nearly the terrorist threat that nuclear energy will always pose.
